Unapproved bills paid by an Administrator
The Administrator role has the permission to pay unapproved bills and therefore can schedule payments for a bill in any approval status. Even if a bill hasn't been approved yet, an Administrator can schedule a payment for that bill.
When an Administrator schedules payment for one or more unapproved bills, we let them know before proceeding with the scheduled payments.
When an Administrator pays unapproved bills, the payment status will update as paid or partially paid, but the approval status will remain unapproved until all approvers have approved the bill.
